Objectives | : | The Major Oil Spill Response Programme which was launched in FY1991
now has a total of 11 bases, 6 in Japan and 5 overseas, while virtually
all the necessary equipment had been set in place by the end of March
1999 with, for example, the establishment of large oil skimming systems
(Transrec systems) at two Japanese bases. These systems can be used
in rough weather and open seas, the necessity of which was revealed
by the Nakhodka incident. Ten loans of varying scale have been made
to date, with the bases contributing to a greater oil spill response
capacity both at home and internationally. "Soft" infrastructure was improved during FY1999 through Transrec 250 system operation exercises (including joint exercises with the Maritime Safety Agency) and oil response equipment skill-up exercises at home, as well as joint oil spill response exercises abroad in the Arabian Gulf with Saudi Aramco and ADNOC respectively. As its next step, the Petroleum Association of Japan will hold an international conference bringing together oil spill response equipment stockpile base personnel from within and beyond Japan to consider the results of the training which has been implemented and to acquire more practical oil spill response know-how from international experts, opening the way for more effective and efficient use of the PAJ's oil spill response equipment bases. |
