Objectives : The "International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990" (the OPRC Convention) was adopted at a diplomatic conference of the IMO in November 1990 and entered into force on May 13, 1995.  Based on this Convention, each nation has worked to improve its system for responding to oil pollution, and in Japan as well a "National Contingency Plan for Preparedness and Response to Oil Pollution Incidents" was adopted as a Cabinet Resolution on December 15, 1995.  This National Contingency Plan was subsequently revised in December 1997 based on the lessons learned from the Nakhodka oil spill, which occurred in January 1997.

Ten years have now passed since the adoption of the OPRC Convention, and the leading nations that have experienced major oil spills have upgraded their systems to respond to oil spills in a more efficient manner. The "PAJ International Symposium 2001" is being held to examine these changes in response systems and to provide useful information for the implementation of the "Major Oil Spill Response Programme" by PAJ and other concerned entities in Japan.

The Symposium program will also include presentations regarding (1) recent movement of oil pollution damage compensation fund in relation with the Erika oil Spill, (2) the response to Natuna sea incident , and (3) new oil spill response technologies.
