Objectives : The Major Oil Spill Response Programme which was launched in FY1991 has now 11 oil spill response (OSR) equipment stockpile bases. While a variety of equipment had been set in place, sixteen loans have been given and have contributed to mitigate the damage by the spill and to increase OSR capability both at home and internationally.
Since the Erika incident in November 1999, there has not been a large incident internationally. But, there still are medium or small size incidents which encourage progresses of OSR measures in affected countries. As these examples of incidents and following reviews brought a lot of implications to Japanese OSR program, it will be very useful to have a time to hear and learn from them. In addition, on going oil production scheme in Sakhalin may put another challenges to the Japanfs OSR program and we have provided the place to hear the Sakhalinfs standpoints on these matters. Moreover, the Petroleum Association of Japan will bring together equipment stockpile base personnel to review the results of the training and to acquire more practical skills from international experts.
