Objectives : The Major Oil Spill Response Programme which was launched in FY1991 has now 11 oil spill response (OSR) equipment stockpile bases. While a variety of equipment had been set in place, twenty loans have been given and have contributed to mitigate the damage by the spill and to increase OSR capability both in and out of Japan.
However, since the Prestige incident off Spain in November 2002, European countries have been moving forward to strengthen the spill prevention and control measures in the area. The examples are such as the phasing-out of single-hull tankers and 200mile exclusion zone for the single-hull vessels carrying heavy oils around European shorelines. Port State Control and compensation regimes have been assigned the highest priorities. On the other hand, marine disasters with oil spills have continuously occurred around Japan, though they have not caused enormous amount of oil spills.
These measures in Europe after the Prestige incident have many implications for Japanese OSR programme. Therefore it will be very meaningful to learn from several reports about the new measures and emerging ideas in European countries, compensation regimes and response technology.
The closed session will also be organized to bring together the equipment stockpile base personnel both from Japan and overseas, in which review of the results of the training and sharing of practical know-how for oil spill response will be conducted to achieve more effective and efficient functioning of the equipment stockpile bases of PAJ.
