Objectives :   PAJ Major Oil Spill Response Programme, Triggered by the Exxon Valdez incident, now marks its sixteenth year. During that time, it has gained experience through several major oil spill incidents, such as Nakhodka, Erika and Prestige, and a series of international systems and cooperative frameworks has been developed.
Reinforcement of PSC (Port State Control) and accelerated implementation of double-hull tankers have been promoted as preventative measures. Also, for the compensation regimes related to oil spills, an additional oil-spill compensation fund went into effect in March 2005 with maximum limit of 750 million SDR.
Oil spill response strategies are changing on a company to company basis with more concentrated resources targeting regional preparedness based on past experiences and changing risks.
Regional Seas Programs include North West Pacific Action Plan (NOWPAP) as the inter governmental action under UNEP and oil industry spill response organizations such as OSRL, EARL and CCA have emerged in line with the requirement of changing strategy.
Recent activities of hydrocarbon exploitation are taking place in very remote areas, a long way from these industry spill response organizations or OSR centers and the companies involved are inclined to set up their own resource centers in the vicinity of their activity to cope with regulatory requirements of the areas, to respond quickly in case of emergency.
This symposium focuses on gChanging strategies in regional oil spill responseh in the context of an overview of the entire oil spill situation, with the aim of contributing to the activities of relevant organization.
