Objectives :

PAJ Major Oil Spill response Programme, triggered by the Exxon Valdez incident, now marks its eighteenth year.
During the time, we have gained experience through several major oil spill incidents such as Nakhodka, Erika
and Prestige, and a series of international systems and cooperative frameworks has been developed.
When we look around the present situation on oil spill preparedness, reinforcement of PSC and accelerated
implementation of double hull tankers have been promoted as preventative measures.
Under the United Nationfs Environment Program (UNEP), NOWPAP has been activated as a Regional Seafs Program
and applied to North West Pacific Sea area, and under the auspices of IMO, Global Initiatives has been taken
by IPIECA in wider Asia and African areas.
As for the spill related compensation regimes, an additional fund (Supplementary Fund) went into effect in March,
2005.
Moreover, with the OPRC-HNS Protocol coming into force last year, the preparedness and response to spill of
various chemicals has emerged as a new challenge.
The subject of this year symposium focuses on eInternational Challenges in Preparedness and Response to Oil
and Chemical Spill Incidentsf and highlights recent events and the steps being taken by various Governments and
Industry organizations to cope with the preparedness and response to major pollution incidents. It will address
the steps being taken by various organizations both commercial and governmental under OPRC to reduce these risks
and to put systems in place to deal with the consequences. @@@@
Under the theme focused above, we gather and comprehend information from activity of international organizations
and extend the attention to the recent spill incident in Korea in the context.
