PAJ's Major Oil Spill Response Programme, triggered by the Exxon Valdez incident, now marks its fifteenth year. During that time, it has gained experience through several major oil spill incidents, such as Nakhodka, Erica, and Prestige, and a series of international systems and cooperative frameworks has been developed.
Reinforcement of PSC (Port State Control) and accelerated implementation of double-hull tankers have been promoted as preventive measures. Also, for the compensation regimes related to oil spills, an additional oil-spill compensation fund will go into effect in March 2005, soon after this symposium, with a maximum limit of 750 million SDR.
The importance of such preventive measures and compensation regimes goes without saying, but the risk of these incidents remains. Therefore, it's just as important to create contingency plans and make every effort for training with these risks in mind.
The amount of oil transported year-round from Sakhalin will increase in the sea around Japan with the pipeline construction and full-scale development of petroleum and natural gas on Sakhalin Island. Within the above circumstances, a dredger went aground in the aftermath of a typhoon last year and spilled fuel oil on the western coast of Sakhalin Island. An oil spill in a cold northern climate can present completely different conditions from one in a warmer region, depending on the season, and enormous difficulties will be expected.
This symposium focuses on oil transport and the response to spills in northern climates in the context of an overview of the entire oil spill situation, with the aim of contributing to the activities of related parties. Attention will be given to the movements of international organizations, the aftermath of the Prestige incident, which caused tremendous environmental and economic damage, as well as political issues.
