Each
year Petroleum Association of Japan brings new and interesting topics
to the workshop to illustrate the development of response and
preparedness strategies based on the lessons learned from major
incidents such as “Exxon Valdez” 1987, “Gulf War Oil Spill” 1991,
“Nakhodka” 1997, “Deep Water Horizon in the Gulf of Mexico” 2010 and
other notable events. Mauritius oil spill in 2020, one of the recent
topics, was picked up, too, as a case for a major oil spill of very low
sulfur fuel oil. This year Petroleum Association of Japan plans to hold
the 11th Oil Spill Workshop to discuss the “Oil Spill Prevention during
a Civil War, Recent Oil Spill Response and Effective Public Relations”.
We will hear from one of the team on how one of the most potentially
damaging environmental disasters was averted this year off the coast of
Yemen, in the Middle East where the FSO “SAFER”, built in 1976 with 1.1
million bbl of crude oil aboard was of huge concern globally. Oil
transfer operations stopped in 2015 due to the civil war in the country
and the vessel had not been maintained since then. In 2023, under a
rescue operation led by United Nations, a team went in and exchanged
the vessel, and completed the ship-to-ship transfer of oil to prevent
any environmental damage.
Public Relations has become a very big element of any successful
response incident, and we will hear from the leading company in this
field about the importance of managing this element of the incident
most effectively based on actual incident cases. ITOPF will give us
their presentation of recent case studies and Oil Spill Response will
set the scene with their keynote presentation about preparations for
the future.
After all presentations have been given, the session will be opened to
the audience of this Workshop for free discussion with each presenter
to deepen and confirm understanding of the issues raised and to answer
any questions that the audience may have.
